Punjabi film ‘Toofan Singh’ has been refused clearance by The Central Board of Film Certification (CBFC) .The movie which is based on the life of Jugraj Singh ‘Toofan’, Khalistani militant who was killed in an encounter at the mere age of 19 years. The young Sikh boy grew up in Punjab during the 1980's turbulent. The story revolves around his pursuit for justice, survival and equality for all where Toofan singh is forced to fight against corruption, crime and brutality in order to protect the society. When he was killed in 1990, it is said that more than 1-lakh people, irrespective of culture, gathered at his funeral and the entire stretch between Amritsar and Beas was blocked by the mourners.

The film which was originally scheduled to be released on the 15th of July, 2016, was further postponed after the Indian Censor Board Chairman refused to give clearance. The reason given by the Committee for not giving clearance, citing that the film Depicts anti-national elements and glorifies the Khalistan Movement.

Royal Cine Arts re-mastered the entire film and addressed all points raised by the CBFC but despite full co-operation, the fresh submission on 13th July,2017 received an outright refusal for clearance. This shows that CBFC was trying to give a distinct message outlining that clearance would never be granted regardless of current or any future amendments.

The film is the directional artwork of Baghal Singh which will mark his Debut in the Punjabi Industry and stars the Punjabi Singer Ranjit Bawa, who would have made his original acting Debut with this movie.

Produced by Royal Cine Arts, the film was shot in 16 months, mostly on sets recreating the Punjab of 1990's and the producer Dilbagh Singh agrees that a lot of hard work and creativity has gone into the making . He is highly disappointed in CBFC's Decision despite full co-operation with all industry rules and regulations. This indicates that the system is highly prejudicial and is openly restricting freedom of expression.

In the light of the facts, it is unfortunate that the Indian audiences will be unable to watch the film "Toofan Singh" upon it's international release on the 4th of August,2017.
